It creates a corporation that focuses on enabling SMEs to obtain the required financing from financial institutions, enhancing their role in supporting economic and social development, as well as it contributes in strengthening the banking and financial sector's competitiveness (Law is only available in Arabic).

The facility can also be extended to guarantee bank loans to micro-finance institutions.
